DUTA Letter to Staff Associations: 31.04.2019                               To President/Secretary/Office Bearers Staff Association _______ _______ 31.03.2019 Dear colleagues, A meeting of the DUTA Executive was held on Saturday, 30 March to discuss ug course revision initiated by the Vice Chancellor as per the UGC's Learning Outcome-based Course Framework (LOCF). A schedule along with the procedure to be followed has been released by the DU administration.  The DUTA Executive noted that the process for a systemic change has been initiated without discussing its desirability in the Statutory Bodies. The process undermines democratic norms organically evolved by Departments for wider consultation.  The DUTA Executive unanimously condemned MHRD's LOCF, yet another attack on the academic autonomy of universities. DUTA Slams DU VC’s Academically Insincere Decision to Force Hasty Changes in UG Curricula                               In a frightening repeat of ill-conceived and discredited academic reforms that were pushed through with haste in the recent past, the DU Vice-Chancellor has ordered the University’s departments to revise the UG Curricula as per the Learning Outcomes-based Curricular Framework (LOCF) within 3 months. The DUTA has learned that that DU VC has decided to abandon any credible academic application of mind and impose the LOCF that seems to be thoughtlessly derived from a controversial and widely criticised Outcomes-based model prevalent in State-funded US universities. The UGC’s LOCF itself is open to consideration, scrutiny and critique. The system is pushed by standard outcomes-based incentives (rewards and punishment). We appeal to you to issue extension letters for another four months to all ad-hoc teachers in your college. This will also ensure smooth functioning of the college in terms of submission of internal assessment, invigilation duties, allotment of duties for the next semester etc. We would also appeal to you to ensure that ad-hoc teachers do not face any discrimination in terms of number of mandatory invigilation duties allocated. DUTA General Body withdraws Strike at this juncture, pledges to intensify movement on pending issues through other means                               The overdue cabinet decision to bring in a law through an Ordinance to restore the college/ department wise 200 point roster is a victory for the principled struggle of the DUTA, the principled struggles carried on by various groups for social justice and inclusive education and the coming together of all of us notwithstanding differences of opinion in joint actions. The timely opposition and protests by the DUTA and many other organisations following the 5th March 2018 notification which forced the Government to admit that the department/ subject wise roster was unjust and to take belated legal action.
