DU VC Defying Govt. Orders by going ahead with Teachers' Appointments after 27 July


The Delhi University VC has been reportedly told by the Government to stop making any fresh appointments after 27 July. Only three months remain before the end of his tenure. However, in a shocking expression of fresh defiance, the VC has allowed two constituent DU colleges, namely Swami Shraddhanand College and Shyama Prasad Mukherjee College to schedule interviews for permanent appointments of teachers after this date.

According to the current composition of the Selection Committee for permanent appointment of faculty in DU colleges, the VC will be represented by four personally nominated experts out of a total of seven members in the Committee. In such a scenario, the scheduling of interviews after 27 July can only be deemed as illegal.

Additionally, the VC has also allowed the 28 Delhi Govt.-administered colleges under DU to carry on functioning with truncated governing bodies, despite the University's Executive Council having approved of the whole Governing Body memberships for these colleges, in its last meeting held on 20 July 2015. Any meeting of the truncated Governing Body held after 20th July, 2015, is illegal. One such meeting for Sri Aurobindo College(E) reportedly took a major punitive decision to compulsorily retire the Librarian, whom the University and administration and OSD (against whom she had earlier filed a complaint of harassment) had been vindictively targeting. The proceedings of that meeting must be declared null and void, and action taken against the members for willfully violating the decision of the Executive Council. Meetings of the regular GB's of these 28 Colleges must be held without any further delay to elect the Chairperson and take charge of the functioning of these colleges.

The DUTA strongly condemns both the statutory violation regarding governing bodies and the administrative transgression evident in the decision to carry on with fresh appointments. In both cases, the VC invites severe punishment for his dismissive attitude towards rules and orders.

Unfortunate as his continuing misdemeanours are, the DUTA is forced to raise questions about the sleazy political nexus that seems to have paralysed the MHRD's will to take punitive action against the VC. The Visitor's inaction in this case also raises serious doubts about the integrity of the very office that is responsible for upholding the Act, Statutes and Ordinances that govern Delhi University.

The DUTA urges the MHRD to promptly intervene and ensure that the scheduled interviews for  permanent appointments are cancelled forthwith and appropriate punitive measures initiated  against the errant VC. Any more delay in removing him will only further demean the stature of his office and encourage him to continue wreaking havoc in the university. Exemplary action against a person who has engaged in unparalleled corruption and brazen violation of statutory provisions and academic norms with cynical arrogance is also necessary in order to forewarn future incumbents who may be tempted to follow in his footsteps.
