DUTA Press Release: November 28, 2013 The Delhi University Teachers’ Association (DUTA) condemns the Delhi Government’s anti-teacher move to freeze new appointments in the twelve Delhi Government-funded colleges of the University of Delhi. While the long-standing vacancies in these colleges have been approved and the University community is waiting eagerly for the appointments process to begin, the State Higher Education Department has lately come out with a notification banning all appointments for the time-being. The DUTA questions the basis of this notification and the moral right of a Government facing elections to take such a major policy decision. It is clear that the Congress Government in Delhi is acting in tandem with the Congress-led Central Government’s anti-people policies in Higher Education to bring about the quick destruction of public-funded universities like DU. SANDEEP SHARMA, ACCUSED OF SEXUAL HARASSMENT, REMOVED FROM POST OF OSD, ARSD COLLEGE The DUTA congratulates the University community for the fact that the former OSD of ARSD College, Sandeep Sharma, who had been accused of sexual harassment by his Senior PA, has not been made the regular Principal of the College, and has been reverted back to his parent college. The DUTA finds it shameful that, despite an enquiry being ordered by the Delhi Commission for Women and an FIR and Chargesheet framed by the Delhi Police, the College Governing Body and University authorities had not only refused to remove Sandeep Sharma as OSD, pending enquiry, but had gone ahead and recommended his name for the regular post of Principal along with two others after a selection committee held on 11th November. To, The President/Secretary, Staff Association 25.11.2013 Sub: Termination of some ad-hoc teachers’ appointment before 14.12.13 Dear Colleague, It has been brought to my notice that some Principals are not extending the appointment of ad hoc teachers till the last day of the semester viz 14.12.13 on the grounds that the relevant clause 3.(3) (a) of Ordinance XII  is applicable to “temporary” teachers and not “ad-hoc” teachers. In this connection, I am attaching a clarification No. CB-I/96/ dated 13th March, 1996, by the Dy Registrar(Colleges) to the effect that temporary teachers appointed on ad-hoc basis are covered by the above clause. Please use this clarification to ensure that no ad-hoc teacher’s appointment is made to terminate before the end of the semester viz. 14.12.13. With regards, Nandita Narain

On the intervention of the DUTA the illegal interviews for the post of Vice-Principal of Aurobindo College(M) were called off today.  ( Further details here ) The DUTA expresses its appreciation of the University representatives on the Governing Body who responded positively to the DUTA's appeal. It condemns the Principal for posting police outside the gate with instructions to bar anyone from entering. It further condemns the police for manhandling peacefully protesting teachers and even detaining two of them. The DUTA condemns the attempt by the five-member truncated Governing Body of Aurobindo College to hold illegal interviews for the post of Vice-Principal of Aurobindo College(M). The college has followed the practice of appointing Vice-Principal by rotation according to seniority for more than a decade. The five-member truncated Governing Body  has been functioning since the expiry of the term of the  full Governing Body on 2.11.13, and is expected to take up routine matters until the appointment of the next Governing Body. It would be highly improper for this body to take decisions that bring about major policy changes in the governance of the college. Press Release on Workshop on Ordinance XV-D on Sexual Harassment The recent tragedy of Pavitra Baradwaj followed by complaints of sexual harassment by Ms. Aruna Kumar of ARSD College against the OSD brought forth the fact that even after 15 years of Vishakha Judgement, which mandated institutions to address the problems of sexual harassment at the place of work, the institutions have failed to deliver justice in these cases. Delhi University, which adopted Ordinance XV-D a decade ago, has failed to ensure proper implementation of the  Ordinance. The DUTA has decided to take a pro active stand on the matter and to work towards proper implementation of the Ordinance.
